In a warning to the West, Russian President Vladimir Putin said any conventional Russian nuclear-backed attack would be considered a coordinated attack on his country.
Putin’s announcement came as the Biden administration announced $375 million in additional security assistance to Ukraine, including air-to-air weapons, rocket and artillery weapons, armored vehicles and anti-tank weapons.
The warning came at a meeting of Russia’s Security Council, where Putin announced revisions to the country’s nuclear doctrine.
Putin said a revised version of the document said an attack on his country by a non-nuclear power “with the participation or support of nuclear power” would be seen as a “coordinated attack on the Russian Federation.”

Putin stressed that the revised doctrine describes the conditions for using nuclear weapons in detail, noting that they could be used in the event of a major air attack.
“The circumstances of Russia’s move to use nuclear weapons are clearly outlined” in the reviews, he said.

“We will consider what may happen when we receive reliable information about the launch of large-scale attack equipment in the air and space and they cross our national border,” added Putin, citing “strategic and tactical aircraft, cruise missiles, drones, hypersonic and other flying vehicles. .”

The Kremlin’s review of its nuclear response doctrine has opened the door for major nuclear powers to loosen their policy of publicity, “which is not good at all,” one expert warned.
“Regardless of whether you think this is a mistake or not, it’s never good when a major nuclear power relaxes the conditions for nuclear use in its public policy,” said Samuel Charap, senior political scientist at RAND, in a post on X.

“The United States is committed to protecting Ukraine from Russian aggression,” Blinken said in a statement. “We will send this new aid as soon as possible to help Ukraine protect its territory and its people.”
Ukrainian President Volodymyr Zelenskyy is scheduled to meet with President Biden and Vice President Harris in Washington on Thursday to discuss allowing his troops to use long weapons striking deep in Russia.
